because they did not have the funds for fuel and other expenses.

Nice set. No PDX?
The only teams that competed were Dallas Fire & Rescue, Marion County Rescue and Boring Oregon teams. Originally we were expecting 8 teams but only 3 could make it due to the lack of funding!
